Lower menu bar (including start button) stops working

The lower menu bar including where the start button is keeps "hanging" itself
so that I can't access it. Normally it works when the computer starts but
after having used a program or two it stops been accessable. It started a
week ago, no installations were made, it just came it out of the blue. Any
idea why and what I can do to fix it?
