I'm not able to help you on this. The way I'm setup I see I am the
Administrator. I thought there was a hidden Master Administrator account
but
I don't know how you boot up to it. Someone else will have to help you on
this.
I use the procedure I've described earlier of finding the file that starts
installation and right mouse clicking on it, and either selecting Run as
Administrator in the menu or selecting Compatibility TAB and checking the
box
there.
The best thing to do is to download from the Microsoft website I indicated
earlier the file WinHlp32.exe.mui which is a windows installation file
with
the file in it and I assume that puts it in the right place and takes care
of
the stub file you need to get rid of.
Go to
http://support.microsoft.com/kb/917607/en-us and scan down through
the
text until you find:
Users who want to view 32-bit .hlp files must download the program from
the
Microsoft Download Center, and then install it on their computers. Users
who
have not installed this program on their computer will be directed to a
help
topic in the Windows Vista Help and Support application. To download
WinHlp32.exe, visit the following Microsoft Web site:

That last link takes you to the download site with instructions and a
click
on to Download the file. Make a note of where you download it to, go there
and follow the Right Mouse Click / Run as Administrator routine. That
should
do it.
Sorry I can't help you more about the main Administrator question. Perhaps
I've misunderstood about it.
