LOTR can not detect direct 3d devices

I have recently installed Lord of the rings, return of the king. I was wondering if anyone know why it " Could not find any compatible Direct3D devices with the required capabilities." Drivers are all current.

If you have an Intel Graphics Controller-download a .ini file to enable
software T&l and LOTR will run:
