Lost Taskbar Icons

The icons on my taskbar keep disappearing! It is NOT
caused by the "hiding inactive icons" options -
everything is set correctly there. But when I turn on my
computer, sometimes they all show up, and sometimes only
a few of them.
That causes this, and how can I change this behavior?
