lost settings after improper shut down

Power was cut during shut down and I lost all data in dial up setting,
outlook express email program, favorites in ie browser, and all profile
settings. Is there any way to get them back?? Also, changes made to desktop
are not being saved after normal shut down since then??

Try doing a System Restore. You will find it in the Start Menu under :-
Start > Programs > Accessories > System Tools > System Restore
Start this, then select the last date when you know things were working
well pick a Restore Point before thing went wrong.

Do I need to have set a restore point before using system restore? I didn't
set anything.

I'm afraid that if Restore Points have not been generated automatically then
you will not be able to perform a System Restore on your computer. There
has to be at least one restore point marked in the calendar when you start
the System Restore utility to proceed. Very sorry.
