Lost permissions

Hello all - I posted earlier (1:40am) but being such a big time difference I
thought I would try again at a more appropriate time

Im running XP SP2 - no additional updates.

I recently noticed I have lost the permissions to access basic functionality
such as monitor settings or many functions in the control panel.
I get the error
"windows cannot access the specified device path or file. You may not have
the appropriate permissions to access this item"
I have attempted to restore but I get faiures under this.
I have run Nortons AV and Spybot with no virus found.
I can access the commands under safe mode in all accounts (Admin and user)

I really dont want to instal again as I have just re done this on a new
system and I have a couple of large apps - but if that is the only fix - I
guess Ill do it

Any suggestions please?

It may be that a script was ran when logging on that took his/her admin rights
away. If this is a company computer these things happen quite regularly.
Talk to your administrator to see if that is the case.
They do this to protect their own investment in preventing users from making
changes to the system and downloading needless stuff.
