Unable to open file due to permissions

I have a file that has been saved with read only, with only the author (who
has left the company)having edit permissions. All other users have
permissions inherited from folders above. Even domain admins had read only.
One user had to be able to edit the document, so I unchecked the "inherit
from above" box and stupidly agreed to the message that said nobody would be
able to have access, thinking as domain admin I would be able to arrange the
user to have edit permissions later. When I clcked ok and went back in, not
even read only permissions were granted. is there any way to get this back
so I can start messing with the permissions?

When i right click on properties, it doesn't have a Security tab

You need to be the default "Administrator" account in Home edition, which
you can get to in Safe Mode. (F8 on restart, during the 'black screen' part,
just after the BIOS screen)

That doesn't make any sense. You had access to the Security tab when
you removed inheritance, simply removing the inheritance flag will not
make the security tab disappear! You must have changed something else.
Try going up the hierarchy to the next folder where you have suitable
rights and propagate them down the folder hierarchy.

i didn't change anything. There is no security tab. All i did as untick
the "remove inherited permissions " tick

Make sure that Simplified File Sharing is turned off (which it should be
by default when the machine is joined to a domain).
