Lost Language bar

I was using language bar succesfully until today, suddenly I lost it.
I checked under Control Panel/Date Time Language and Regional
Options/Regional Language and Options/Languages/Details/Preferences Language
Bar is dimmed! I can't select it.
Please help!

It did not help.
I also lost "Extended support of advanced tezt services to all programs", I
can't check this box under Compatibility Configuration.
