lost keyboard and mouse control

I lost my USB ports while installing third party hardware on my Dell.
need to do a system restore, but have no keyboard or mouse control. I
there a way

What third party hardware?

Have you tried pressing F8 before Windows boots? Have you
tried to access the BIOS, I think Dell uses F2, again before
Windows boots.

Have you called Dell support?

Does your Dell have any PS/2 ports, if so try a PS/2
keyboard with the USB mouse and keyboard removed.
