Lost Administrator User

Last night I had an error message saying that I had
loaded a program which had disabled Fast Logon. Now I
only have one User option and this one does not have
Administrator rights and therefore I cannot even use
System Restore?

And ideas?

To login as Administrator (if required), start Windows in Safe Mode for Windows XP Home. For XP Professional, press CTRL+ALT+DEL twice at the Welcome Screen and type-in Administrator account and password.

Problem is that the only user account I have left has no
Administrator rights? Even in safe mode I cannot seem to
log on as an Administrator?

Why? Does the Administrator account appear at Welcome screen?

OK found administrator account again but when I try to
set up fast login and welcome screen I get an error
message which says I have installed a programme which has
disabled it. However, I did not install and programmes.

It mentions a BCMLogon.dll file??

Any help?
