Lost Administrator capabilities

We just upgraded a computer from Windows 98 to Windows
XP. By accident, we deleted the user account that was
previously on the computer. We have now lost the ability
to manage user accounts on the computer and cannot gain
Administrator control. We have tried to reset the
Administrator password, but are told we don't have admin
rights. Is there a way to reset the Administrator
password so that we can at least regain the PC?
