Loss of USB 2.0 functionality

I am running Windows XP Home Edition SP1 with all
recommended updates.
I am no longer able to gain functionality of my USB 2.0
compliant scanner (ie: Canon D1250UF2). The scanner has
worked fine over the past 8 months and continues to work
fine on two other computers I have since tested it on (ie:
one running Windows 98SE and the other Windows 2000
Professional).
Every time I plug the scanner into the USB port the
computer freezes (ie: hangs). I have to unplug the scanner
and reset the computer to gain functionality. I have tried
another USB 2.0 device (ie: external DVD Burner) which
also hangs the computer.
Other USB 1.1 devices (ie: digital camera, USB flash card,
etc) continue to work fine.
There is no longer any recognition of USB 2.0 in the
Universal Serial Bus Controller section within Device
Manager.
BIOS setup shows USB 2.0 controller enabled.
I have tried reinstalling the USB 2.0 driver that came
with my motherboard but it will not allow me to install as
it tells me the latest drivers are already installed.
I have checked the Microsoft Knowledgebase and confirmed
that the following drivers are on my computer
29-Aug-2002 5.1.2600.1106 Usbport.sys
29-Aug-2002 5.1.2600.1106 Usbhub.sys
29-Aug-2002 5.1.2600.1106 Hccoin.dll
29-Aug-2002 5.1.2600.1106 Usbehci.sys
I have tried to reinstall the drivers (thinking that they
maybe corrupt) but keep getting told I have the latest
drivers and will not allow reinstall.
Is there a registry problem and if so, how do I fix it?
Do I need to reinstall Windows and if so, do I install
over the top of my present configuration (losing many
months of patches and updates) or do I format the hard
disk and start all over again?
This is very frustrating, as apart from the USB 2.0
compliant scanner not working anymore, every thing else
appears to be fine.
Any assistance would be greatly appreciated.

Your first problem is plugging and unplugging into any USB ports. You
plug something in and you leave it there. When you unplug something and
then plug something else into that port the computer is then confused.
It has to reset everything. Also if you then plug the scanner into a new
port it does it all over again. At this point it may be wise to remove
all USB items from Device Manager and start all over again. Then if you
don't have enough ports for all your USB stuff, get a USB card extender
to have more ports. Then label them so you have the right item in the
right port. This is no fault of the computer. :)

I would try removing the USB Host Controllers from Device Manager,
taking care to expand hidden devices so that phantoms, if any, are
removed also. Reboot, and let the OS redetect and reinstall. You will
probably have to reinstall your USB devices also, taking care to install
drivers and software *before* connecting the devices for the (new) first
time.
