Losing Order of Quick Launch Icons

When I change the order of icons in Quick Launch, sometimes the icons stay in
that order on reboot, sometimes not. When they move, the most recently added
icons tend to end up on the right end. Where is this order stored, and how
would you change it? Is this in the Registry, stored in some folder info or
what?

I'm running a pretty stripped system, with a lot of services disabled,
features turned off in Tweak-UI, etc, if that might make a difference.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
