Restarting Quick Launch Icons

At work I have applicaiton in the Quck Launch area next to the Start button.
I believe that the settings for the Quick Launch bar are stored on my
default data drive which by default is a network drive in our environment.
If, we experience a network issue or the NAS goes down making the network
drive unavailable, the icons in the Quick Launch area disappear and I have
no way of recovering the icons short of logging of and back on. Anyone know
exactly where this info is stored and how the system knows where it is at?
If possible I would like to move it to my local system so it would stay in
place without disappearing.

Yes, I do know where it is stored. That said, this is most interesting as
for all of my work on this issue was done non-network related, if you are
meaning domain.
