losing 'favorite folders'

Every time I make a folder a 'favorite' it is added to the 'favorite folder'
column on the left side of the page (Outlook 2003).
But when I close Outlook then reopen it the favorites I created disappear
and I have to recreate them.
Is there any way I can get them to stay in place when I open/close/reopen
Outlook?

1) find and delete the xml file for your profile - C:\Documents and
Settings\username\Application Data\Microsoft\Outlook. if there is a *.fav
file, delete it too.

2) verify outlook is closing completely in task manager. the changes aren't
saved until outlook closes.
