"Looping Login" after upgrade to Windows 2000

I tried to upgrade from Win Me to Win 2000, (though I noticed in another
thread that Microsoft does not support this, my CD went right through it, so
I had no reason to check previously), and everything seemed alright until I
tried to log in. It goes to the "Loading system settings" dialog, or
whatever it says, then immediately to the "Saving system setting" box, (like
it's logging off), and takes me back to the login dialog. I can't get in in
Safe Mode, either, it does essentially the same thing, also with the
Administrator account. Any advice would help, even if I could go back to Me,
I'd be satisfied. Thank you.

Correct there is no supported upgrade path from WinME to Windows 2000. This
sounds like one of two things; the drive letter has change from original
install, or the drive permissions have changed.

These solutions did not fix the problem. Is it possible there is an
incompatibility issue between the way ME logs on compared to 2000? Is there
a way, without logging in, to roll it back to ME?

None that I know of. A clean install is probably in order.
