This rather depends what you mean by "publicly" as we do not sell Beta's.
The Beta 1 release will be made available to those on the Technical Beta
Program and probably also to MSDN subscribers of the appropriate level.
The Beta 1 release is planned for later this summer.

We hope to see Windows Longhorn Beta 1 for beta testers, this summer.
However, rumors say that it will be released at the end of July.
