Long initial delay when launching ADSL dial-up connection

Hello.

When I try to establish my ADSL connection after having just logged in,
the system does not respond instantly. Instead, it seems to hang for
about a minute before the "connected" notification icon is shown. During
that time, some applications will also hang if I try to launch them
(e.g. dxdiag). It is funny that it will not happen with all
applications. I haven't yet been able to figure out what could be
causing the problem, but the impression I get is that the system is
polling some service or device (network related?) that is not ready or
could not start timely.

Just for the record, I had had this happen to me already, in previous
installations, but I also managed to solve it once (don't remember how
or it might have been by accident).

Are you turning your ADSL modem off? Your telco may have a
problem getting the modem back on-line and programs that may
use the connection as a reference may have to wait for the
signal.

At least in the USA, we just leave the modem ON, run a
software firewall, and the computer logs on as soon as it
boots.

Go to IE, Tools, Internet Options, Connections, Settings, Properties, Server
Types, (and wheww), then UNCLICK "Log on to network"
