long delay upon boot and shutdown

I have windows xp on my micron, and lately I am experiencing aprrox 2 minute delays when booting up (Welcome screen), and when shutting down (Windows is now shutting down). Scanned for virus'. None . Disabled all programs in msconfig, startup tab. Here's a curious occurance: When I boot up after unchecking all the programs in msconfig, two programs are checked automatically the next time I run msconfig. They are Winnet and Nvcpl. What are these programs? I suspect it's in the system, coming from the net. I have cable modem, a lan with my other computer, which is fine. I also CANNOT run system restore. It gives me no explanation why, just says it can bring me back to a previous date.(which I have done before). Any ideas before I perform a full recovery? Can I install windows xp over this copy? Thanks.
