Did you password protect the built in Administrator account? It's possible
he used safe mode, logged in as Administrator and changed the settings to
how he pleased.
Someone may have an easier fix, but I'll present my idea. I would reformat
just to start clean in case something else got messed up. Starting clean is
usually best. When following the instructions, where it asks to set the
administrator password, make it a strong password (more than 8 characters,
and a combination of caps and small case, numbers, and random characters
like $ or &). You basically want to make it very hard to remember, even for
you. Then, when you get to the desktop for the first time immediately go
Start > Run and in the box type lusrmgr.msc. Then, double click on the Users
folder. Find the administrator account and double click on it. Check the box
that says "Account is disabled" and click ok. Then, as an added security,
right-click on the account and select Rename, and change the name to
something not resembling "Administrator." Also, you may want to password
protect your account with the same strength password (but completely
different) or stronger.
