Logon Banners

I am interested in posting a Warning to users prior to
logging into our Domain. It would include that they are
aware that the computer is company property and they will
not go to unauthorized sites... etc, etc...

How can I set this up and is there a limit to how much
can be entered on this screen?

There is a group policy setting that will do this. I've pasted it below.
The message is limited 255 characters.

Message text for users attempting to log on
Computer Configuration\Windows Settings\Security Settings\Local
Policies\Security Options

Description
Specifies a text message that is displayed to users when they log on.

This text is often used for legal reasons, such as to warn users about the
ramifications of misusing company information or to warn them that their
actions may be audited.

For servers, this policy is enabled but there is no default text specified.
This policy is not defined for workstations by default.
