Displaying logon banner without domain logon

Is there anyway to give users a logon banner without
actually joing our domain?

We have recently been informed to display a logon banner
for all machines that are on our network.

But we have consultants and development folks that don't
join the domain-for one reason or another.
The security folks stipulate that they too should recieve
a logon banner also.

Can this be done?

Don't know if this is similar to what you're looking for, but . . .

We use "Local Security Settings" (Local Policies->Security Options) to set
the message text for users attempting to log in. It pops up a banner/message
box that requires the user to click "ok" to a legal statement regarding
authorized access and acceptable use of the machine before being able to
enter their username/password.

I see there's a similar option under "Domain Security Policy".
