Control Panel | User Accounts.Click your account, then click "Change My
Picture."

If you want to change the small picture that is associated with your
account name then use "Ken"s method. If you want to change the big
image (Welcome Screen) then :

This is a manual way that is not recommended but this will tell you
about the procedure that a program use. Search for a program that can
change welcome screen.I change my one regularly by
LogonUIBootRandomizer.
