Login Lockup (Virus?)

I have an XP Home computer that locks up at the Windows splash screen, just before the login screen, even in Safe Mode.

I pulled the disk drive and scanned it and found 4 viruses that I removed and replaced the drive, but the XP is still damaged.

Any ideas on how to recover without having to reload all of Windows and other Applications? I can boot to the recovery console, but at this point, I don't know what I need to do.

Is there a "Restore Windows" installation, rather than a full install? I know that Windows 98 and ME had such a thing, but I can't find it in the XP boot disk.

Did you try Last Known Good Configuration:

Start/Restart your computer and start pushing F8 key twice per second.
Select Last Known Good Configuration on Windows Advanced Options screen, and push Enter.
