Login Language Keyboard Problem

I've set the pc to the BE settings, so once you've logged in I have AZERTY.
However the login screen shows a little icon on the left, NL, and the
keyboard is set to QUERTY.

Does anybody know how to change this ?

You can change this trought the Regional Settings applet in the control
panel, by going to the Advanced Options tab and selecting "Apply this
configuration to the current user account and Default User profile".
