Keyboard layout for login screen

Question:
How do I change the keyboard layout for the Login dialog?


Situation:
I installed a Win2K French, which uses the AZERTY keyboard layout by
default. This is all fine and dandy for users in France, but we are in
Quebec, and overhere we use the QWERTY keyboard.
Now, when I add user accounts, I am very well able to add/change keyboard
layout selections at will. So, after users have logged in, everything is
under control.
However, the AZERTY keyboard is always in effect at LOGIN time. This is
annoying and confusing to the users.

So, to sum it up:
I need a way to make the QWERTY keyboard in effect for the login Dialog.
