I am able to start my laptop, but it stops at the security screen asking for
the admin password. I did not set up a password, I purchased the laptop used
and it has been working fine. before I got this error message, I could not
get into my computer because the previous users name a password just stopped
working. Can anyone help me reset the passwords? or can I go around them.

Have you tried just clicking on OK when asked for the admin password?

You state "before I got this error message" .... what error message? You
did not say what the Error Message was. If you mean the prompt for admin
password, that is not an error message.

How does it ask for the admin password? Does it ask for Administrator? Or
the word admin?
If it asks for admin, then that waas setup by the previous user and you can
log in as the Windows XP builtin administrator account named Administrator.

You basically bought a car without asking for the
master key and without creating a duplicate key.
You now suffer for this oversight. Reset the password
to a blank with this boot disk, then create a second
admin account and lock its password away in a safe
place!

Note that this only works if what you call the "Security
Screen" is the Windows logon screen. If it is the BIOS
screen then you may have to return the machine to a
dealer for a factory reset.
