logging onto additonal domain controller

Hi,
I am going to be setting up a VPN between Maryland and 4
other offices in England. I am going to be using a "Hub
and Spoke" typology where Maryland will be the hub. The
remote offices in England will have one Windows 2000
server on site setup as an additional domain controller to
the primary one in Maryland. If the VPN link drops for
what ever reason, I wanted people to still be able to
logon to there own domain controller, so they can still
work. If I put dns, dhcp on all the England offices and
set them up as a catalog server, would this work? Thanks.

You must also setup sites in AD Sites and Services, so that your clients in
remote offices will find their closest DC for authentication.
