Logging On To FTP Site Via IE?

I can get to an FTP site via IE, but I have to point it at the site, wait for
the "530" nastygram about not being to log on as "anonymous" and then click the
File|Login menu choice that magically appears after the denied login.

Seems like I ought to be able to bypass the futile login and somehow get to that
File|Login menu.

Some kind of IE option setting?
