Problem connecting to WinXP FTP server

I have setup a Windows XP Pro machine as an FTP server. I enabled the
appropriate components in IIS (Common Files, FTP service, IIS snap-in), and
setup a limited user account named: ftp user, with a password. The folder I
want to give access to is listed in the Home Directory of the "default FTP
site".

I have forwarded port 21 in my Linksys firewall to the IP address of the XP
machine that I want to be the FTP server. I can connect to the FTP server
and access the folder(s) if I am on another computer on the LAN. I can open
Internet Explorer and put in: ftp://192.168.1.215 and this brings up the
login screen, where I type:
ftp user for the username, and I enter the password, and it brings me right
to the folder. When I try to access it remotely, by using the public IP
address in Internet Explorer, the login screen comes up, I put in "ftp user"
and the password and hit enter, but then it just says, "connecting" and never
actually connects. I can't figure out how it will let me put in the username
and password, but not let me in to the folder.

Please help if you can.

I suspect this is a port or passive mode issue regarding the listing of the home directory.
