log what is written to a DVD

Is there a windows tool to log what files are written to
a DVD or CD? Also, how can I set the privilege on the
DVD burner to limit who can have access to this device?

For the latter:

Right click the CD in My Computer, click Properties/Recording, Uncheck
"Enable CD recording on this drive."

To prevent the change from reverting, go to Start/Administrative
Tools/Services. Scroll down to IMAPI CD Burning and set to disabled.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
