Locks up at Windows XP screen

I was doing a system restore to an earlier time, about 75%
of the way thru it came up with message ststing a file was
bad but that it restored it correctly then it does not
boot up.
Goes thru first screen and then into Welocme to XP and
then just sits there.
If I do a restore with the OEM disk it will wipe out
everything on C drive.
Is there like a start up disk that will let me get into C
drive and let me copy my data files then I can do a
restore from the OEM disks.
Please advise
 
Can you start the computer up in safe mode then try to roll back?

No, I tried that, it goes through the motions and then
locks up at welcome screen, I also using the command
prompts but that does not allow me to enter anything, just
scrolls through
