Locking Track Changes

Is there any way to keep change bars within a word document but protect the
document so when I send it to a customer they cannot see the actual additions
or deletions?

When I send the document to the customer, they should not be able to change
the markup selections on the tools/options/track changes menu.

Sorry, no, not directly. To have the actual change bars in the document, you
must also have the changes themselves there, and that makes it possible to
display the changes. There's no way to prevent anyone from changing the
display options.

The only thing you can do is use the line tool from the Drawing toolbar to
make "change bars", drawing over the existing ones, and then accept all
tracked changes. After that, there won't be any changes in the document --
and no possibility to display them -- but the drawn bars will stay in place.
