Locking the Taskbar causes a "My Computer" icon to appear

I just discovered that locking the Taskbar (right-click,
Lock the Taskbar) causes a "My Computer" icon to appear on
the Taskbar even though there was none on the unlocked
Taskbar.

Is this normal behavior? Can't I have a locked Taskbar
without a My Computer icon in it?
 
To provide some additional info: This behavior seems to be
the result of interaction between the "Language bar" and
"Desktop" toolbars being present in the Taskbar. "My
Computer" actually present all the time, apparently. But
under some conditions the Language bar completely or
partially conceals it.
 
Unlock the taskbar. Move the mouse over the dotted area to the right of the
Quick Launch area. Now you can change the size of the allocated area. Then
lock the taskbar.
