Locking pages

Is it possible to lock one page from the next so that any additional page
elements that you try to put in one page will not effect the next page?
I have a two page document that has space at the bottom of the first page.
Everytime I try to put something on the page (table, text box, whatever) it
wants to kick the next page down.

If there is not room for the table or text box on the first page, what do
you expect to happen to the second page? If there is room, chances are good
that the space has been created by pressing Enter repeatedly (which inserts
multiple empty paragraphs) instead of inserting a manual page break
(Ctrl+Enter) or formatting the following paragraphs as "Keep with next" to
force a page break. Display nonprinting characters (Ctrl+*) so that you can
see the paragraph marks (¶) and delete the excess empty paragraphs.

As the old saying goes, you can't put two pounds of s___ in a one-pound box.
I don't know of any way to lock off a prior page; it sounds as if you need
more space at the bottom of page 1, which could be done by reducing the
bottom margin of page 1. Otherwise, any text or characters you place at the
end of page 1 will push down the start of page 2.
