locked up internet connection

something is causing my internet connection to randomly lock up.
after reboot it works fine for a while
all internet apps become non-responsive.
I can't talk to the other computers on the network.
XP Pro all updates
Firefox
OE
Forte Agent
Dopus
BOINC client

When I reboot, during shutdown BOINC client and nsappshell are
reported as non-responsive.

IPCONFIG tells me it can't release or renew the adapters.
"they are not in a position to execute this command" or something like
that.

other computers - one wired laptop and one wireless laptop continue to
work fine.

It seems to occur when I use Dopus to access a networked computer.

it just sits there waiting and then everything else doesn't work
either.

i don't know if that is the cause or just an effect.

no bugs showing with antimalwarebytes, superantispyware, outpost, or
spybot.

using NOD32 antivirus and outpost firewall as are the other computers

Is there some way to tell what caused it, or to fix it without
rebooting????????????
