Locked out of Network Properties

I have walked into a network, where the previous IT guy locked out the
ability to modify the NIC settings (LAN). It tells me that the Administrator
does not have permission. I need to know how to reset the privileges for
this to reset the privilages for this.
 
The actual error is:;

You do not have sufficient privileges for accessing connection properties

I have checked the local group policy and all the settings are set to "Not
Configured"
