Lock out all URLs except 1

I have a Windows XP computer that has IE6 as a browser.
It has internet access through a LAN and currently it can
see any web site out on the internet. I want it to only
be able to view/browse 1 web site and NO others.

1) Can I do this with out 3rd party software?
2) How?
