lock fonts in PowerPoint

Can you lock fonts and text box sizes in a PowerPoint presentation? I would
like to distribute a template in which content developers can add content,
but cannot change the look of the text (that is, the font choice or size) or
the size/position of the text boxes.

Unfortunately, no, not in PPT on its own.

It's possible to write addins that add at least some of this ability to
PowerPoint.
