Locking the format & position of a text box

I am setting up a template for a ppt presentation which will be used across a
large business. I want to stop users from being able to move the position of
a text box on a page and also not allow them to change the font type or size.

Does anyone know if this can be done in PowerPoint?

It can be done with an add-in, but all users would have to have the add-in
installed.

Or you can convert the slide background plus the text to an image, then use that
new image as the slide's background.

Can you please tell me what the add in is called? I am having trouble
locating it.

Thanks in advance.
