locale status in system info is incorrect can I change it

Hi, In the controlpanel (regional and language) I am in the US and everything
I can see including currency etc is USA. However when I down load some
programs (not all) the text is all in Korean despite being sent from USA. The
system information (Msinfo32.exe) shows my locale as Korean. I would like to
change this but do not know how? I bought the lap top from Korea and my wife
uses the language bar to change to Korean text when she uses the lap top
however the problem occurs even when the language bar is clicked to English.
Occasionly when opening an email etc one or two English words will have the
odd letter in Korean. I would very much appreciate it if somebody could
advise me how I can change the locale to USA in the system information as I
think this is the likely problem-but not 100% sure. By the way I am currently
in South Korea but I pressume that this does not change just because I fly on
a plane to another country. Can you help me! Much appreciated.
