Local WINS Server not found

I have WINS loaded and running on a Win 2000 Advanced server. I am unable to
connect to the server via the WINS management console running on that server.
From this server I can connect and manage the Windows NT 4 WINS server that
is located on the same physical network segment.

The message that I receive is The network path was not found. I located
this article stating that the Remote Registry Service needs to be started. I
followed the recommendation and the problem persists.

What I am trying to accomplish is to retire the Windows NT 4 DNS server and
migrate to the 2000 DNS server for intranet DNS resolution.

What tool are you using to administer WINS?
What I have seen is that if you use the NT4 WINS tool you can connect to an
NT4 server but not a Windows 2000 server's WINS.
START /PROGRAM/Administrative Tools/ WINS - that the tool you are usin on
Windows 2000?

I am using the MMC version of the WINS admin that came with Windows 2000
server. I am on the console of the WINS server when using it. I used the
NT4 console from my Windows NT4 WINS server that I am trying to convert from
and it will recognize the new server as WINS server but it will not allow it
to be managed
