Local Clipbook: Access is denied

I can't paste to the local clipbook. After I specify a name for the
new clipbook page and hit OK, I get a message that says Access is
denied.

The clipbook viewer shows a clipboard window and a local clipbook
window. The Connect and Disconnect options on the File menu are
working, and I can connect to clipbooks in other computers on the
network and see windows for them. Many of the other menu options are
grayed out because they refer to the active clipbook page, and I have
no clipbook pages.

I have administrator privileges. What can I do to gain access to my
local clipbook?

Does anybody have a working ClipBook Viewer in WinXP? That is, one
that at least shows a Local ClipBook window? If you do, please tell me
how big the clipbrd.exe file is (version info might also be helpful).

Why? Because the clipbrd.exe I'm using (see original message below) is
one that I copied from my Windows NT system, and its size is 131K,
while the clipbrd.exe in Windows XP is only 97K, so I'm thinking that
the WinXP file has had some functionality taken out of it.

Here's the situation:

The WinXP clipbook viewer doesn't even show a Local ClipBook window,
only the clipboard window, and the menu item File | Connect is grayed
out.

The WinNT clipbook viewer (running in Windows XP) shows the Local
ClipBook window, connects, disconnects, does everything but paste to
the Local ClipBook, so it can accept data from another computer on the
network, but it can't send data out.

The clipbook viewer from Windows for Workgroups (after I copied the
right 16 bit .dll files to the windows\system folder) can paste to the
Local ClipBook, but (because it doesn't recognize the network) the
Connect and Disconnect buttons and menu items don't exist at all, and
it can't make clipbook pages shareable either when, or after, it
creates them.

I would really like to use the clipbook to transfer data from the
WinXP system to another system on the network, but I can't figure out
how. I may have to figure out an efficient way to use .clp files.
