Clipboard/clipbook

With Windows XP Home, I copy something to the clip board.
Then, open the clipbook viewer.
A window within the viewer displays the data.
To save the page to the local clipbook, open Window menu, in clipbook
viewer.
Look for "local clipbook"
It's not there.
Where is it? How can I activate it?
What am I missing?
Thanks for any help!
