Local area connection icon always receiving

My Local Area Connection try icon indicates that I am constantly receiving
and when I click on it to show the details it indicates a steady stream of
incoming packets. I have two other dell pc's on the same broadband cable TV
connection that don't show this steady receiving. This is a new Dimension
2400 with XP Pro. I have tried disabling everything I can find like windows
messenger, antivirus program, etc etc but nothing seems to stop the steady
packet reception. It doesn't seem to be causing any problem but seeing that
icon constantly lit up is very odd. What could be causing this? It is not
connected to a router but directly to the cable. The Dell pc it replaced was
not having this problem. What could be communicating in the background? I
have Norton AV 2004, latest defintions and it is not a virus. I don't know
where all the incoming data is going, is there a way to find out?

Hi Dale
If you're not using a router you should install a firewall. Don't use
microsofts own but obtain one from elsewhere eg Zonealarm.
( unless it's different in recent versions ZA free version doesn't support
ICS server)
Also if you go to www.sysinternals.com they have some free tcp monitoring
tools eg tcpview that shows you your open ports, tdimon that shows tcp
activity

No I don't have a router. This is the only pc connected at this location and
I am running Norton Internet Security which has a pretty good firewall.
The pc sends a few packets then receives a stream for a couple minutes, then
a short break for a few seconds then the cycle repeats. Seems harmless and
Norton I.S. doesn't react but it is very curious and annoying to see the
constant reception of data. I am just wondering what could be causing it.

Are you running any IIS services (WWW, FTP, etc)
Check the setup and see, it could be that which is
generating tarffic
