Internet connection works, Browser does not.

I need help getting browsers to work in a Windows XP home edition SP2. Had
Steady State tried to get help on if this was the cause and Sean Zhu - MSFT
said I should come here for help?

Steady State killed Internet connection using any browser

The I thought maybe Family One Care is the cause of the problem, this was
removed but could still be blocking the browser from working, Https: works
and the Browser also works in Safe mode but will not work with everything
turned off in normal boot, pinging, mail, Windows Update also works, only
effects any browser that I have tried to connect to the Internet.

Any help would be greatly appreciated.
