Loader Error

I am getting the following Error:
"Error: loader couldn't intialize service!"
I did look at the System Configuration Utility which has the system.ini,
win.ini, boot.ini, servies and startup. I tried turnning off and on certain
programs, but cannot figure out where the problem lies. It only happens at
start up. I am running Microsoft Windows XP.

Is there some error file that I can read which will help locate the problem?
Any advice would be helpful.
