LJ 4000 Paper feed problems

I have a HP Laserjet 4000 and it keeps jamming paper. The pickup rollers
grab the paper, send it to the feed/separation rollers but (watching from
the back) the paper usually gets pushed back during feeding and the pickup
rollers try again, send the paper to the feed rollers again then sometimes
it goes through, sometimes it gets pushed back again and then "Paper Jam".

It seems that the printer will try to pickup the paper twice and then stop.
Why won't the paper go through the first time? I have replaced the feed
rollers in the past and sometimes it helps, other times it makes the problem
worse.

Any advice?
