Listing in search engines

I had a client who says they have been working with a
designer who guarantees that their page will come up
first every time in search engines. They told me he did
this be resubmitting (????) their page every few months,
but they also said they are not paying anyone to list the
pages for them (like a submittal service).

Does anyone know how this could be done, without paying
some service to do this??

It "could" be done using a unique keyword or phrase.
Then as a demo, they just simply search for the unique item.

Example, if I use horsefeathers as a keyword, register the site
with a search engine, wait awhile and then search for
horsefeathers, chances are pretty good it will pop up first.

Problem is, how many "other folks" know to find the site
by searching for horsefeathers ???

keywords are becoming a thing of the past, and the
"good" search engines are now indexing using "page titles"
and actual text in the pages.

I use page titles at the moment, the only thing is there
is no way to say where that page will show up in the
search engine (at least that I'm aware of). So anything
new seems to be far down in the list.

Is there something to be done about this?

Use keywords in the keyword meta tag,
but make sure the keywords are words
that actually appear on the page.
Also keep it to 25 keywords or less.
 
In general, no one can guarantee a site will come up number one
without paying. However, without paying, a HTML based, non-framed and
search engine friendly site will always rank higher than one where
little or no care has been given to search engine optimisation. Sites
should be re-submitted to search engines no more than once a month and
submission, at least to the most important search engines, should be
done by hand for best results.
