List of Programs is too short...

For the Start menu, I disabled scrolling the list of
programs because I have very many and it would take forever
to reach the bottom part of the list. Instead, when I click
Start and Programs, the system displays three columns of
choices, but does not show the last dozen or so at the
bottom of the 3rd column. The only way I can access those is
to revert to scrolling. Is there a way to fix this? Is there
perhaps a registry entry that limits the size?

Better organize your start menu. Make some categories (Graphics
Applications, Office Applications, Internet Applications, Games, Utilities,
etc.) and move stuff into them.

Or change your screen resolution to a higher one...

I have already done what you suggested, but I used toolbar dropdowns on my
desktop. It means rarely having to actually look at All Programs.

And there's plenty of screen real estate for the whole list. It just seems
the XP is arbitrarily limiting its length.
